A reported number is a claim, not a measurement
A Key Performance Measure is the agency's own account of its own
performance, submitted to the Legislature. This corpus mirrors that claim with
attribution; it does not verify it, and nothing here should be read as
confirmation that a target was met.
Targets and actuals are recorded as the agency stated them, including where a
measure changed definition between years — which is exactly when a year-on-year
comparison stops meaning what it appears to mean.

The outcome side of the money
Budget & Expenditure
answers what was appropriated and spent. This corpus answers what the agency then
said it achieved with it. Neither answers whether that is true.
Agencies are keyed against the shared registry, so the same agency is the same
entity across corpora rather than a name that happens to match.
